The grounds of Blarney Castle in Ireland. It was originally constructed in wood in the 10th century. During that era (and from ~650 AD to ~1650AD) Ireland did not have a state government. Common law enforcement and other public services were provided by non-geographic voluntary agencies called tuatha with nominal kings who had little-to-no power other than mediating voluntary assemblies.
